Vietnam should maintain detention facilities independent from the investigation agencies of the Ministry of Public Security to halt arbitrary arrest, degrading treatment and torture, said Mr. Nguyen Van Duong, member of Vietnam’s legislative body National Assembly.
The detention facilities and prisons should be managed by the Ministry of Justice, said the Ho Chi Minh City-based legislator at a meeting of the parliament in Hanoi on June 2.
Currently, the Ministry of Public Security operates all detention facilities and prisons where torture and degrading treatment are rampant.
During the working session of the parliament on the draft law on temporary arrest and detention, legislators asked the law to clearly define temporary arrest and detention.
The citizens are remained innocent until the final decision of the courts, so the arrested and detained people have full basic human rights, said Hai Duong province-based Legislator Bui Manh Quan said.
The legislators also raised questions on keeping transplant suspects and children, discussing how to protect their rights during the detention period.
