Score Card of ASEAN Intergovernmental Commission on Human Rights
This SCORE CARD considers the mandate, powers, institutional structure and resources required for a regional human rights commission to function effectively. The indicators against which the Commissions are scored are adapted from the 1993 UN Principles Relating to the Status of National (Human Rights) Institutions (the Paris Principles), and a Non-Paper, “Principles for Regional Human Rights Mechanisms” developed by the Office of the High Commissioner for Human Rights (OHCHR). These indicators allow for the ASEAN Intergovernmental Commission on Human Rights (AICHR) and the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) to be compared against two other regional human rights commissions, the Inter-American Commission on Human Rights and the African Commission on Human and Peoples’ Rights. Each Commission has been measured against these indicators in accordance with their Terms of Reference/ Charter/ Convention and work in practice.
