In Bangladesh, Burma, Cambodia, China, India, Indonesia, Nepal, Pakistan, Thailand and the Philippines, “the normative framework of the rule of law does not exist,” it says.
“The practice of torture, which often relates to deaths in custody or extrajudicial executions, is common to these states.”
The submission does not mention cases specific to Cambodia, but in an email, ALRC executive director Bijo Francis cited a 2012 Human Rights Watch report on two decades of extrajudicial killings in Cambodia as one of the foundations of the submission.
That report, titled Tell Them That I Want to Kill Them, detailed a number of unsolved assassinations of politicians, unions leaders, activists and journalists. Cambodia’s universal periodic review is to be formally adopted by the council, which is in its 26th session, on June 19.
