    The Asia Indigenous Peoples Pact (AIPP) invites applications from qualified and competent candidates for the position of the “Programme Officer” in the Communication Development Programme.

    Duration of the Contract: 1 year with possibility of extension based on performance (including 6 months probation)

    Duty Station: AIPP Regional Secretariat in Chiang Mai, Thailand
    Level of Education: Bachelors Degree in communication/journalism/ITs related fields

    Background:

    The Asia Indigenous Peoples Pact (AIPP) is a regional organization founded in 1988 as a platform for solidarity and cooperation among indigenous peoples in Asia. AIPP actively promotes and defends indigenous peoples’ rights and human rights, sustainable development and management of resources, as well as environment protection.     The Communication Development Programme (CD) aims to empower indigenous peoples in Asia to gain greater knowledge and understanding of their rights and related issues and advocate for their rights, interests and welfare through various media.

    Major Duties and Responsibilities of the Programme Officer

    I. Key Function:

    The Programme Officer shall support in the implementation of the Communication Development Programme as provided in the strategic programme of AIPP outlined in the Operational Guidelines of the AIPP Organizational Manual to fulfill the following objectives.

    •     General public, especially in Asia, have increased awareness about the indigenous peoples’ rights and issues;
    •     Indigenous peoples organizations and communities, especially in south and southeast Asia, are well informed of indigenous peoples’ rights and indigenous women’s rights;
    •     Indigenous peoples in Asia effectively engage with mainstream media and manage their own indigenous (community) media .

    II. Specific Duties and Responsibilities of the Programme Officer:

    •     Develop strategies for more active engagement among the members of the Indigenous Voices in Asia Network (IVAN) and for sustained engagement with mainstream media;
    •     Develop a strategy to establish linkages and collaboration between AIPP programmes and Indigenous Voices in Asia Network (IVAN);
    •     Ensure the proper coordination and implementation of projects and activities related to IVAN
    •     Produce news articles, blogs on AIPP activities, both at the national and regional level, and publications for web posting;
    •     Source and manage relevant information to indigenous peoples for information dissemination;
    •     Coordinate the exchange of relevant information, media productions and other information materials with AIPP members/Partners;
    •     Manage AIPP and IVA websites, social networks (Facebook, Twitter), and other communication channels for information sharing;
    •     Systematize and maintain videos, music and photo archives of AIPP;
    •     Assist programme coordinator in fundraising for CD Programme including preparation of proposals and assist in programme fund management;
    •     Ensure proper planning, monitoring and reporting on the tasks assigned;
    •     Perform other duties assigned by the Management and the Programme Coordinator;
    •     Assist in other activities of AIPP where requested;

    III. Minimum requirements

    The applicant must be an Indigenous person from the Asia.

    Knowledge and Qualification:

    Level of education: Bachelor’s degree

    Field of specialization: Communication/Journalism/IT or other related fields

    •     Minimum of 3 years of experiences in communication, journalism and network management related work;
    •     Minimum of 3 years of experiences working with national and international indigenous peoples’ organizations, government agencies, civil society organizations etc.
    •     Experienced in developing media campaign strategy;
    •     Experienced in information sourcing and management, including managing website and social networks
    •     Excellent motivation skills
    •     Excellent command in English
    •     Can manage work pressure
    •     Can work in a multicultural environment

    IV. Remuneration and benefits

    •     Travel fare for annual home visit for non-Thai staff
    •     Paid holidays including 2 weeks year-end holiday

    Salary rate shall be based on qualifications and on prevailing rates of regional NGOs based in Thailand
