    The primary role of the Cambodia Programme Officer is to support the implementation and coordination of the “Green Voices Cambodia” project under ARTICLE 19’s Asia Programme, and ensuring that ARTICLE 19 meets its obligations for any other existing projects in Cambodia, as well as other projects that receive funding in the future.

    Working hours:             37.5 hours a week, with some evening and weekend work
    Salary:                            $800-1000 USD/month
    Duration:                        24 months (Fixed Term)

    JOB SUMMARY

    The primary role of the Cambodia Programme Officer is to support the implementation and coordination of the “Green Voices Cambodia” project under ARTICLE 19’s Asia Programme, and ensuring that ARTICLE 19 meets its obligations for any other existing projects in Cambodia, as well as other projects that receive funding in the future.

    Under the supervision of the Senior Programme Officer, key tasks will include project implementation, such as research and report writing, conducting trainings, advocacy, monitoring and evaluation, and maintaining relations with partners. The Programme Officer will also be expected to participate in wider advocacy and programme development work in Cambodia and across the Asia programme, and as needed in ARTICLE 19 global campaigns.

    MAIN RESPONSIBILITIES

    Implementing Current and Future Projects of the Asia Programme in Cambodia, including by:

    •     Maintaining strong collaborative relationships with project partners.
    •     Planning and coordinating implementation of project activities and finances.
    •     Ensuring timely delivery of project outputs including by monitoring the delivery of work by partners, liaising with colleagues throughout ARTICLE 19 and by leading on project outputs for which ARTICLE 19 is directly responsible.
    •     Ensuring appropriate monitoring, documentation and evaluation of the projects activities and impact.
    •     Producing narrative and financial reports as required.
    •     Promoting the wide dissemination of project outputs and publications.
    •     Maintaining and developing project files and contributing to the development of relevant information systems to improve institutional memory and learning.

    Contribute to ARTICLE’s 19’s work in Cambodia by:

    •     Monitoring freedom of expression trends in the country with a view to identifying opportunities for ARTICLE 19 work and added value.
    •     Providing input to ARTICLE 19’ Asia Programme strategy and operational planning.
    •     Under the supervision of the Senior Programme Officer, developing donor relations and identifying potential new donors.
    •     Under the supervision of the Senior Programme Officer, developing new project proposals to seek funding from donors.

    Maintain and Strengthen ARTICLE 19 Impact and Profile in Cambodia, including by:

    •     Monitoring freedom of expression trends and other developments in the country with a view to identifying potential advocacy interventions in line with the overall ARTICLE 19 Asia Programme strategy and operational plan.
    •     Implementing advocacy work, including by drafting press releases and other materials.
    •     Representing ARTICLE 19 in relation to Cambodia, including through dialogue with others working in the country and by attending meetings.
    •     Support the development / maintenance of ARTICLE 19 media contacts in the country, disseminating and publicising ARTICLE 19 work, outputs and impact, and helping to secure media coverage for ARTICLE 19’s work.

     

    Contribute to ARTICLE 19’s policy discussion and campaigns by:

    •     Contributing to reports and other ARTICLE 19 materials and the website on behalf of the Asia Programme.
    •     Responding to inquiries and providing information on the Asia Programme activities in Cambodia.

    Other:

        Take on responsibilities for new projects and undertake other duties commensurate with the role as may reasonably be assigned by the Head of Programme.

    PERSON SPECIFICATION

    Skills and Abilities

    •     Excellent written and spoken English and Khmer;
    •     Understanding of and commitment to human rights issues, and specifically freedom of expression/information;
    •     Ability to train on human rights to diverse groups;
    •     IT proficiency, including using of databases and other digital platforms
    •     Ability to gather and process human rights-related project information;
    •     Strong planning skills, including the ability to facilitate planning meetings with partners and to agree common plans and objectives;
    •     Excellent inter-personal and communication skills;
    •     Ability to use sound judgment and initiative and to manage conflicting demands;
    •     Ability to draft and proof-read English material;
    •     Ability to express ideas clearly both orally and in writing;

    Experience

    •     Experience of work in the field of freedom of expression or human rights;
    •     Experience of working in a team and understanding of the importance of efficient communications for the coordination and effective functioning of teams;
    •     Experience of working with various stakeholders across sectors in Cambodia;
    •     Experience of coordination of varied activities and budget management, monitoring and evaluation;
    •     Experience of developing fundraising project proposals is desirable.

    Knowledge

    •     General knowledge of the political and human rights situation in Cambodia;
    •     Some familiarity with international human rights standards and mechanisms, with particular knowledge of freedom of expression and/or media issues desirable;
    •     Educated to degree standard essential, with a postgraduate qualification desirable;
    •     Knowledge of environmental issues in Cambodia is desirable.

    Other Requirements

    •     Must already have the right to work in Cambodia;
    •     A commitment to support and work within ARTICLE 19’s philosophy and objectives;
    •     Cultural sensitivity and a commitment to equal opportunities;
    •     Willingness to work outside regular working hours (evenings and weekends) as needed;
    •     Willingness to travel to other provinces in Cambodia, which will include overnight stay..
