    The Asian Forum for Human Rights and Development (FORUM-ASIA) is seeking applicants for the following positions:

    Human Resources Consultant in FORUM-ASIA

    FORUM-ASIA is currently working on the revision of the Staff Handbook, which was last updated in 2018, to be in line with ‘ international labour standards adopted by the International Labour Organisation (ILO). In particular, the revision of the Staff Well-being policy is also ongoing to update the existing policy. The revised policy aims to set out how FORUM-ASIA’s management will promote the well-being of employees, including by but not limited to creating a working environment where potential triggers of work-related stress are avoided, minimised or mitigated; crafting staff-friendly working practices and/or Human Resources policies; encouraging the adjustment of working culture; and providing opportunities for staff development.

    Finance Manager

    The Finance Programme oversees the financial resources of FORUM‐ASIA and is in charge of financial reporting to the donors, the planning, organising, auditing, and accounting of FORUM‐ASIA’s finances. The Finance Manager will lead the Finance Programme of FORUM‐ASIA. He/she will be required to assist the Management of FORUM‐ASIA to administer and oversee the office budget(s) and budgeting processes and reporting; work on contract/grant compliance in the financial area in coordination with the relevant programmes; and observe FORUM-ASIA’s accounting policies vis‐à‐vis fund accounting as noted in FORUM‐ASIA’s Financial Rules and Regulations (FRR) and generally accepted accounting principles.

    East Asia and ASEAN Programme Manager

    The East Asia and ASEAN Programme (EA-ASEAN) provides support for and facilitates communication and cooperation among member organisations in Southeast Asia and Northeast Asia on human rights related issues and ASEAN’s human rights mechanisms. In addition, the Programme conducts and coordinates thematic and country campaigns; documentation; capacity building; and advocacy in cooperation with other related Programmes within the Secretariat, focusing on freedom of expression, association, assembly, and civic space.

    The East Asia and ASEAN Programme Manager is responsible for the overall management of EA-ASEAN programme focusing on country-level work on fundamental freedoms (approximately 70% of the overall work), and ASEAN advocacy (30%), ensuring synergy of different projects/programmes within the Programme, as well as inter-programme coordination within the Secretariat and with members for effective advocacy, campaigning, and networking.

    ANNI Report Methodology Development Consultant in FORUM-ASIA

    FORUM-ASIA as the ANNI Secretariat, and the ANNI membership, is committed to dedicating increased focus to matters relating to the performance monitoring of NHRIs in Asia through the strengthening of the ANNI Report methodology in order to develop a more impactful publication. The current methodology draws the information on the work and functioning of NHRIs in Asia, in compliance with the Paris Principles, through the monitoring and documentation of ANNI members. FORUM-ASIA is looking to update the existing ANNI Report methodology to have a stronger engagement with the membership, NHRIs, as well as other regional and international stakeholders. Therefore, we seek to hire an ANNI Report Methodology Development Consultant. The National Human Rights Institutions (NHRI) Programme of FORUM-ASIA will serve as the focal point in overseeing the development of the ANNI Report Methodology.
