Background:
The Asia Indigenous Peoples Pact (AIPP) is a regional organization founded in 1988 as a platform for solidarity and cooperation among indigenous peoples in Asia. AIPP actively promotes and defends indigenous peoples’ rights and human rights, sustainable development and management of resources, as well as environment protection. The Human Rights Campaign and Policy Advocacy Programme (HRCPA) aims to increase capacities of indigenous peoples’ organizations and human rights defenders in documentation and advocacy at the national, regional and international levels to defend and promote individual and collective rights of indigenous peoples in Asia.
Major Duties and Responsibilities of the Programme Officer
1. Key Function:
The Programme Offier shall support in the implementation of the Human Rights Campaign and Policy Advocacy Programme as provided in the strategic programme of AIPP outlined in the Operational Guidelines of the AIPP Organisational Manual to fulfill the following objectives.
- The Indigenous Peoples Human Rights Defenders Network (IPHRD Net) and its members have increased their capacities to effectively and in a timely manner respond to arising human rights issues to promote and protect the individual and collective rights of indigenous peoples in the region.
- Human rights issues and concerns of indigenous peoples and the recognition and promotion of indigenous peoples’ rights as human rights have been advocated widely and mainstreamed in NHRIs, UN bodies, International Financial Institutions and other relevant bodies at the national, regional and international levels.
2. Specific Duties and Responsibilities of the Programme Officer:
- Assist indigenous peoples to engage with human rights mechanisms and processes at the national, regional and international levels including finalizing and submitting of communications and petitions to relevant human rights mechanisms and processes at all levels
- Coordinate the lobby and advocacy work of AIPP with the ASEAN in the promotion of the UNDRIP.
- Monitor developments and updates from the various human rights mechanisms and processes, summarize, provide analysis and share the information with the IPHRD network members and programme committee members among others.
- Follow up reports of AIPP facilitated/funded participants to advocacy events including the monitoring of their advocacy activities on the ground and follow-up of commitments
- Develop the human rights advocacy plan in consultation with the HRCPA Programme Coordinator, Programme Committee and members/partners of AIPP and ensure the implementation of the plan
- Network with other human rights organizations and maintain regular records and communications to generate broad support for indigenous peoples rights and issues
- Assist in the strengthening of the IPHRD Network
- Coordinate assigned project(s) in close collaboration with the HRCPA Programme Coordinator, Programme Committee and AIPP members/partners
- Assist the programme coordinator in fundraising for the HRCPA Programme including preparation of proposals and assist in programme fund management
- Assist the HRCPA Programme Coordinator in the finance management of the programme
- Ensure proper coordination of the advocacy activities of the programme and assist in other activities of AIPP where requested
- Any other duties assigned by the Programme Coordinator
3. Minimum requirements
The applicant must be an Indigenous person from the Asia. Preference will be given to female applicants from South East Asia region.
Knowledge and Qualification:
- Level of education: Bachelor’s degree
- Field of specialization: Human Rights and/or related fields
- Minimum of 3 years of experiences in human rights related work, project management based on the logical framework, finance management, Participatory Monitoring and Evaluation (PME) and fundraising
- Minimum of 3 years of experiences working with national and international indigenous peoples’ organisations, government agencies, civil society organisations etc.
- In depth knowledge and experience on indigenous peoples rights and issues in Asia
- Excellent communication, facilitation and presentation skills
- Excellent motivation skills
- Excellent command in English
- Can manage work pressure
- Can work in a multicultural environment
4. Remuneration and benefits

Salary rate shall be based on qualifications and on prevailing rates of regional NGOs based in Thailand
