Consultancy to conduct Final Project Evaluation ‘Securing rights to land and sustainable livelihoods in Battambang’

    DanChurchAid/Christian Aid (DCA/CA) seeks the services of a consulting team with experience in land reform and land rights to conduct an evaluation of the project, ‘Securing rights to land and sustainable livelihoods in Battambang’ The project has been implemented with Life with Dignity (LWD) and the Cambodian Centre for Study and Development in Agriculture (CEDAC) since 2011. This project is financed by the European Union (EU), and by the Danish International Development Agency (DANIDA).  It is being implemented in Boeung Pram Commune, Bavel District, Battambang Province.

    The consulting team will conduct a final project evaluation for the ‘Securing rights to land and sustainable livelihoods in Battambang’. This evaluation will assess impact, relevance, efficiency, effectiveness and sustainability of the project. It will also document lessons learned from the project which will be shared with partners and other stakeholders.

    Lead Consultant

    Requirements

    •     Relevant academic degree: Development Studies, social sciences, or other relevant degree
    •     Minimum 5 years’ experience working in rural livelihoods from a human rights perspective
    •     Proven knowledge of Cambodian land law/legal framework and land rights including social land concessions
    •     Good understanding of Cambodian land reform and development context
    •     Experience conducting evaluations, preferably of EU funded projects
    •     Fluency in spoken and written English

    Assistant Consultant

    Requirements

    •     Relevant academic degree: Development Studies, human rights, or rural livelihoods
    •     Minimum 3 years’ experience working in rural livelihoods from a human rights perspective
    •     Previous evaluation experience
    •     Strong English and fluent Khmer, both spoken and written
    •     Ability and willingness to act as translator for the lead (international) consultant
