    APWLD is a regional network of women’s organisations and activists in Asia Pacific, committed to advancing women’s rights and advancing a more equitable, just and sustainable world. APWLD’s members are drawn from 25 countries and the secretariat is based in Chiang Mai, Thailand.

    The Programme Officer will be responsible for coordinating APWLD’s work on regionalism within our Grounding the Global programme. The successful candidate will work closely with APWLD membership, particularly the organising committee responsible for the programme. The position will report directly to the Regional Coordinator of APWLD.

    Selection Criteria

    Essential

    1.     Demonstrated commitment to the promotion of women’s human rights and Development Justice in Asia Pacific ;
    2.     A degree in social sciences; law, human rights or women’s studies;
    3.     Knowledge of international human rights and development issues in Asia Pacific;
    4.     Knowledge of Regional Mechanisms including ASEAN, Pacific Island Forum, SAARC, East Asia Forum, UN ESCAP and alternative approaches to regionalism;
    5.     In-depth understanding of the political, economic and socio-cultural environments in the region and the way they impact women’s human rights;
    6.     Minimum of five years experience in development work and women’s rights at the national or regional level;
    7.     High level project management skills including programme planning, implementation, monitoring and evaluation;
    8.     Qualitative research skills and a capacity to analyse and critique economic and social policies;
    9.     Excellent command of English language, both oral and written and demonstrated ability to write for movements as well as program reports and project proposals;
    10.     Good interpersonal skills, with ability to network in a multi-cultural environment and to develop strong professional relationships with members and other stakeholders;
    11.     Proficient computer skills;
    12.     Must be able to travel overseas as required.

    Key tasks:

    Programme Management

    Coordinates implementation of activities as detailed in the programme plan (includes capacity building, research, campaigns, materials production, advocacy)

    1.     Conducts monitoring and evaluation of programmes;
    2.     Writes and submits programme reports for members and donor agencies;
    3.     Assists in the preparation of project proposals and budgetary requirements for donor agencies;
    4.     Assists the Finance Officer with the preparation of financial reports related to her programmes;
    5.     Works with the communications officer and members to develop publications & educative materials related to her programmes;
    6.     May be required to supervise interns, volunteers and support staff.

     

    Network Coordination

    1.     Coordinates capacity building activities and networking of members and partners engaging with regional mechanisms to advance women’s rights;
    2.     Provides secretariat functions to networks that APWLD may support;
    3. Liaises with focal people and organising committees of members engaged with the programmes;
    4. Maintains regular and secure communication amongst network members (including email, skype, telephone calls, quarterly bulletins, etc.)

    Advocacy

    1.     Facilitates the development of common advocacy positions and collaborative activities on key women’s rights issues;
    2.     Supports members to make strategic interventions in regional advocacy arenas on women’s rights;

    Other

    1.     Assists in preparing for Regional Council and Programme and Management Committee meetings;
    2.     May represent APWLD in regional/international fora as approved by the Regional Coordinator; and
    3.     Handles other tasks as Regional Coordinator requires and/or as assigned by the Programme and Management Committee and members.

    Remuneration

    Salary range commences at THB 51,700 per month. Other benefits include contributions to employment pension fund; housing allowance, education allowance for children, 13th month salary and relocation allowances for staff required to re-locate to Chiang Mai.

    A probationary period of four months applies.
