The High Level Panel agreed that the ASEAN Human Rights Body should have at least 2 regular meetings per year with the possibility to have additional meetings as necessary.
The Panel also agreed that the ASEAN Human Rights Body should report to the ASEAN Foreign Ministers Meeting. The Panel also considered how to mobilize financial resources for the body. They agreed that funding should come primarily from ASEAN resources, through equal contribution from ASEAN Member States. These mandatory contributions could be supplemented by voluntary funding by governments Member Countries. The Panel agreed that the body may also receive funding from other sources, within and outside ASEAN, for promotional and educational activities.
