The Office of the Ombudsman (OMB) has dismissed Commission on Human Rights (CHR) Commissioner Cecilia Rachel V. Quisumbing for allegedly soliciting and receiving money from her own staff, it was learned on Wednesday.
Ombudsman Conchita Carpio Morales also directed the filing of graft, direct bribery, and violation of the Code of Conduct and Ethical Standards for Public Officials and Employees against Quisumbing before the Sandiganbayan.
Morales explained that that the dismissal of the high-ranking CHR official was based on the administrative offense of grave misconduct.
The anti-graft czar said the criminal and administrative offenses arose from last year’s complaint submitted by Quisumbing’s former staff members, headed by resigned administrative assistant Ma. Regina D. Eugenio.
The complainants charged her with graft and corruption, mistreatment and direct bribery for demanding a share in their salaries.
