    URGENT APPEAL – INDONESIA: Calling for Further Investigation of Extrajudicial Killing in Papua

    The Commission for The Disappearances and Victims of Violence (KontraS0- a Civil Society Organization focusing on human rights based in Indonesia has obtained information regarding the extrajudicial killings and persecution committed by Indonesian military from Army happened in Enaratoli, Paniai,Papua on December 8, 2014.

    Dear Friends,

    The Commission for The Disappearances and Victims of Violence (KontraS0- a Civil Society Organization focusing on human rights based in Indonesia has obtained information regarding the extrajudicial killings and persecution committed by Indonesian military from Army happened in Enaratoli, Paniai,Papua on December 8, 2014. This incident leads to casualties of 5 (five) high school’ students which age range from 17-18 years old, while 17 others people injured and some of them are on critical state.

    Based on the information we obtained, the case happened during the demonstration conducted by people of Enaratoli villag Carol Gobay field who intend to ask accountability of the actions of military actors who were beating a child on the night before, on December 8, 1.30 am.

    The military and police use excessive force while facing the demonstration. They opene fire brutally to the people, resulted four people died on the field while one other died in hospital and about 17 others were taken to hospital, some in critical condition.

    The local Papuan indigenous who shot to death are:

    • Simon Degei, 18 years old, a student of Paniai 1 High School on Grade 12.
    • Otianus Gobai, 18 years old, student of Paniai 1 High School on Grade 12
    • Alfius You- 17 years old, student of Paniai 1 High School on Grade 12
    • Yulian Yeimo, 17 years old, student of Paniai 1 High School on Grade 9
    • Abia Gobay, 17 years old, student of Paniai 1 High School on Grade 12

    Meanwhile, 17 (seventeen) others were (seriously) injured as follow:

    7. Agusta Degey
    8. Andarias Dogopia

    13. Oktovianus Gobay
    14. Yulian Tobai
    15. Yuliana Edoway
    16. Jermias Kayame
    17. Selpi Dogopia

    The case reflected the failure of Indonesian Government to uphold human rights in order to protect civilians as mandated in Universal Declaration of Human Rights, International Covenant on Civil and Political Rights obliged the government to protect the right to life as a fundamental and non derogable rights of its citizens. In line with that, Indonesia has mandated by Paragraph 28A of its Constitution to also protect the right to life.
