APHR Statement on the Killing of Kem Ley in Cambodia

    The killing of prominent political analyst Kem Ley is a tragedy for Cambodia and the entire ASEAN region. The loss is deeply felt. Kem Ley was a voice for accountability and grassroots democracy and was not afraid to stand up for what was right. Cambodia has lost a true champion of political independence and clean government.

    The killing of prominent political analyst Kem Ley is a tragedy for Cambodia and the entire ASEAN region. The loss is deeply felt. Kem Ley was a voice for accountability and grassroots democracy and was not afraid to stand up for what was right. Cambodia has lost a true champion of political independence and clean government.

    The circumstances surrounding Kem Ley’s death have left many searching for answers and suspicious of ulterior motives, particularly given his vocal criticism of Cambodia’s political leaders. The Cambodian government must allow for an urgent, independent investigation of this heinous act — one which allows justice to be served fully and impartially. Given the recent context of wanton attacks on opposition voices and civil society, only a truly independent inquiry into this murder will dispel suspicions, ease tensions, and promote the rule of law and an end to impunity.

    Authorities must furthermore allow all citizens to express their views in an environment that promotes their safety and security. The government must uphold its human rights commitments in line with the ASEAN Human Rights Declaration and other international treaties. If Cambodia is to develop into a successful member of the ASEAN Community, those who publicly advocate for positive change — a cause to which Kem Ley devoted his life — must have the freedom to continue their work without fear of intimidation or violent retribution.
