2019 marks the 10-year anniversary of the ASEAN Intergovernmental Commission on Human Rights (AICHR); a timely opportunity to assess and review its performance to promote and protect human rights in the ASEAN region. FORUM-ASIA and Solidarity for ASEAN People’s Advocacy (SAPA) are proud to publish the second volume of a two part report, ‘A Decade in Review: Assessing the Performance of the AICHR to Uphold the Protection Mandates’. It presents a review of performance of the AICHR from 2009 – 2019.

The report features a collection of articles and essays from civil society organisations, academicians, Members of Parliaments and several AICHR representatives. The report highlights: the trajectory of shrinking civic space in the region; curtailment of fundamental freedoms; the rights of youth for political participation; the migrant and refugee crisis in the region; as well as recommendations on how to strengthen the AICHR’s protection mandate in a timely manner to address the changing context in Southeast Asia.
