This year marks the 10-year anniversary of the ASEAN Intergovernmental Commission on Human Rights (AICHR); a timely opportunity to assess and review AICHR’s promotion and protection function. The Asian Forum for Human Rights and Development (FORUM-ASIA) and Solidarity for ASEAN People’s Advocacy (SAPA) are proud to publish the first volume of a two part report. ‘A Decade in Review Assessing the Performance of the AICHR to Uphold the Protection Mandates’ presents a review of the performance of the AICHR from 2009-2019.

Since its inception in 2009, AICHR has yet to fully realise the expectations that civil society has of its functioning as a regional human rights mechanism. The report seeks to examine AICHR’s evolution, milestones, key activities, and challenges. It also proposes strategies and recommendations for stronger human rights protections in the region.
