Assistant Director Public Outreach & Civil Society – ASEAN Secretary

    Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position of Assistant Director under the Public Outreach & Civil Society (POCS) Division. This position shall work with and report directly to the Director of Community Affairs Development.

    Background:
    The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises ten countries in Southeast Asia.

    The entry into force of the ASEAN Charter on 15 December 2008 has provided new impetus to ASEAN’s integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organisational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter and the three Blueprints of the ASEAN Political-Security Community (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-Cultural Community (ASCC). The ASEAN Secretariat is therefore well positioned to perform the necessary functions required to effectively support the community building process under the Charter and the Blueprints.

    Currently the ASEAN Secretariat is looking for a qualified candidate to fill the position of Assistant Director under the Public Outreach & Civil Society (POCS) Division. This position shall work with and report directly to the Director of Community Affairs Development.

    Duties and Responsibilities:
    The duties will cover, but are not limited to the following:

    1. Managing the operational activities of the Division

    • Manage, plan and approve tasks and activities of staff.
    • Provide guidance/direction for staffs on professional traditional and digital communication including media and public outreach, cross-sectoral publications, photo and video management, gift-shop, ASEAN gallery, ASEAN web-ste/Facebook/Twitter/etc.
    • Foster teamwork and collaboration within the Division.
    • Conduct annual performance appraisals for staff, map training and professional development activities for individual staff.
    • Manage effectively all resources of the Division, including human, financial, and physical resources.
    • Participate in and contribute to Divisional, Directorate and Departmental management meetings.

    2. Providing policy and technical advice and recommendations

    • Provide policy and technical advice and recommendations on internal communication standard for all ASEC staff.
    • Provide high-level support and briefings to the Secretary-General and Secretariat’s external spokesperson in interacting with the media.
    • Ensure the secretariat delivers consistent external messages in line with strategic priorities.
    • Provide recommendations on the development of publications in coordination with operational areas.
    • Develop strategy for proactive external communication with media and the public.
    • Support the management of ASEC website and ASEC Gift Shops.

    3. Overseeing the development, implementation and evaluation of programs and/or projects in support of the Community & Corporate Affairs, particularly in relation to the strategy for ASEC internal and external communication

    • Initiate programmes and/or projects and manage project approvals and project implementation, in relation to information and media in pursuit of the development of ASEC internal and external communication framework.
    • Initiate and manage projects of activities that promote ASEAN identity, enhance the ability of the media to act as an effective channel for communication and dissemination of information to the public about ASEAN activities.
    • Coordinate with international organizations and donors, for programmes and/or projects funded by external parties.
    • Assist with implementation by providing technical input into programmes and/or projects (for example as technical resource persons for workshops).

    Qualifications and experience:

    • Postgraduate Degree in relevant discipline, Mass Communication, Management or Economics.
    • Extensive supervisory experience, within a senior management position with a minimum eight (8) years high-level experience in a recognised specialised field.
    • Proven experience in research, public policy development and negotiation, and in working closely with government officials.
    • Proven ability to develop and maintain sound working relationships with public and private sector organisations and other stakeholders.
    • Proven ability for accuracy under pressure and adherence to deadlines.
    • Sound understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
    • Sound financial, physical and human resource management skills.
    • Sound corporate and strategic planning skills.
    • Demonstrated ability to lead and motivate staff in a complex work environment.
    • High-level interpersonal, negotiation and communication skills, including experience in cross-cultural environment and international settings.
    • Commitment to teamwork and collaborative work practices.
    • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
    • Excellent command of English, written and spoken.

    Remuneration and Benefits:
    Successful candidate will be offered an attractive remuneration package including housing, outpatient medical reimbursement, hospitalization insurance, education of dependent children and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the six-month probationary period. Successful candidate is expected to be on-board by March 2016.
