Labour Ministers instructed the Drafting Team to continue its works using innovative approaches to reach consensus and expanding the members of drafting team to include Vietnam and Laos. However, the Labour Ministers also put some conditions on the matter by articulating that the instrument should take into consideration the sovereignty of states in determining their own migration policy relating to migrant workers . With all these progresses, the ASEAN Foreign Ministers noted with satisfactory the achievements from this front to contribute to the ASEAN Community building
